MARKET SURVEY/CAPABILITY ASSESSMENT FOR -- DEHAVILLAND DHC-8-400 INITIAL PILOT QUALIFICATION TRAINING (FAA28461)

The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing Dehavilland DHC-8-400 Initial Pilot Qualification Training (FAA28461) for Federal Aviation Administration (FAA) Pilots.

The contractor is to provide initial and recurrent ground school, flight training device (if applicable) and simulator and/or flight training to FAA inspectors/pilots in the applicable aircraft as specified in Section B. Student quotas for these courses will be assigned by the Flight Standards Workforce Development Division, AFB-500 or Aircraft Certification Service – Enterprise Operations Division, AIR-900. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee’s personnel records. A draft performance work statement (PWS) has been attached to this market survey. The FAA asks that industry review and provide feedback.





Responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.



At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.



The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing Dehavilland DHC-8-400 Initial Pilot Qualification Training identified above and as outlined within the draft PWS.





The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $30.0 million.



If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.



In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement:





1. Capability Statement - this document should identify:




  • a. Type / Level of Dehavilland DHC-8-400 Initial Pilot Qualification Training for pilots employed by the Federal Aviation Administration (FAA) provided by your firm.

  • b. Size and type / level of training provided on previous contracts (provide detailed information and past performance).

  • c. Number of years in business.

  • d. Expected approach - respondents must provide their strategy for accomplishing this work.

  • e. Syllabus of training.



2. Questions or comments regarding the draft Performance Work Statement.

Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the market survey will be used in the final development of the governments’ acquisition strategy.
