20221012 Modification to this market survey extends the due date for receipt of responses to Monday, October 17, 2022 by 2:00 CT.



This is a market survey for Centralized Bench Stock Support (CBS). The FAALC is seeking to establish a support contract to acquire services that will operate secured, caged, consolidated bench stock (CBS) rooms at the FAA Logistics Center, as well as auxiliary storage locations for metal and cable for equipment purchased, repaired, and stored at FAALC facilities in Oklahoma City, OK in support of National Airspace Systems and other government agencies.



The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not currently seeking or accepting proposals.



At this time the nature of the competition has not been determined. The FAA is seeking interest from the small business community for possible set-aside for this procurement. The purpose of this market survey is to solicit statements of interest and capabilities from any/all eligible small businesses capable of providing the services as described in the attached DRAFT Statement of Work. Responses are desired from any/all eligible small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.



The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, in particular service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the required items. This market survey is also being conducted to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms.



The principle North American Industry Classification System (NAICS) code for this effort is 493110, General Warehousing and Storage, with a size standard of $30M. Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement:




  1. Capability Statement- Vendors must document they possess the following minimum qualifications and experience




  1. Experience as a Prime Contractor providing services similar in nature to the requirements outlined in the DRAFT Statement of Work (SOW) within the last four (4) years preceding the date of the Market Survey. Information submitted should include a list of qualifying contracts that include customer name, description of services, contract amount, contract date and term, and customer contact information.

  2. Description of your company’s specific experience as a prime contractor in the following areas: receiving, storing, issuing, and delivering equipment, materials, supplies, merchandise, or tools, and compiling stock records of items in stockrooms, warehouses, or storage yards.

  3. Information submitted should include a list of three (3) contracts of similar scope and size that include customer name, description of services, contract amount, service locations, contract date and term, and customer contact information. Narrative included should detail the extent to which your company’s experiences in such areas are like the work described in the DRAFT SOW.

  4. Brief description of your company’s management organization used to implement the experience described in the capabilities statement.

Capabilities statement should not exceed seven (7) pages in length and should be submitted via email to the Contracting Officer.



Respondents should identify any proprietary information in responses.

The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors' expense. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
