Description

The Federal Aviation Administration (FAA) is conducting a Market Survey to identify interested and capable companies that can provide information on their new and emerging full flight aircraft simulator hardware and software components and technologies.

The FAA will review the responses to the Market Survey and will use them to make informed acquisition planning decisions that meet the FAA’s needs.

All interested parties are advised that FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party's expense. This is not a screening information request or request for proposal. The FAA is not seeking or accepting proposals at this time.

Background and Scope of Work:

The FAA is undertaking a tech refresh of two full flight simulators; a Boeing 737-800 and an Airbus A330. The tech refresh effort will include software and hardware updates. The simulators are managed by the Flight Research and Analysis Group (AFS-430) in Flight Standards. AFS-430 conducts globally-recognized research for aviation safety on existing and emerging flight technologies and operational concepts. The simulators provide real-time, realistic, dynamic virtual operations which allow for observation and evaluation of pilot-controller-aircraft interface (e.g. via human in the loop (HITL) studies) and performance data. The simulators also:

- provide the opportunity to assess the safety of new, emerging and modified operational concepts such as those that are part of NextGEN

- support improvements of flight operations, standards, capacity and aviation safety in the National Airspace System (NAS)

- assist the Aviation Safety Organization by providing accident investigators, other inspectors, and analysts with the capability to replicate and analyze both incident and trend data for potential input and evaluation of procedure and/or equipment modifications

- support development and approval of special instrument approach procedures and the introduction of new concepts and technologies for aircraft navigation

- can be connected with geographically separated air traffic control labs (such as the ATCT cab simulation suite in the Airport Facilities Terminal Integration Lab (AFTIL) at the William J Hughes Tech Center in Atlantic City, NJ) and local aircraft simulator assets to support on-going and future research and development

Response to this Market Survey:

Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session that may be offered is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only.

All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 12:00 P.M., Central Time on December 31, 2022. Market survey responses received after the time and date specified will be determined to be late and may not be considered.

Capability Statement:

Respondents must be in and able to prove they have experience in the business of aviation, navigation, aircraft training devices or related industries. Respondents are invited to submit documentation detailing the company’s simulator technologies in areas such as vision systems, motion systems, projectors, database modeling stations, flight management systems, head up displays, electronic flight bags, etc. The response must provide a detailed description of the company’s hardware or software technology, its benefits and how it meets current or future needs of the National Airspace System (NAS).

Respondents Must Include:

Name and address of company

Point of contact (name, title, telephone number, and email address)

Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Please provide the FAA with the SAM UEI and Duns number.
