Title: 2023 Siemens PCS7 SCADA System Support

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will be notified of the results of the evaluation upon request.

CONTRACT INFORMATION: U.S. Army Corps of Engineers, Tulsa District (Corps) is planning to issue a contract for Siemens PCS7 SCADA System Support.

Nature of Work: The firm shall be capable of providing engineering service support hours for the Tulsa District’s Siemens PCS7 SCADA system.

Vendor must:

• be a Siemens Certified Solution Partner.


• have a minimum of 20 years programming experience with Siemens automation systems.


• have a minimum of 10 years programming experience with Siemens PCS7.


• have programmed Automatic generation controls software for at least 20 hydroelectric powerplants.


• have provided consulting services for Siemens for a minimum of 3 hydroelectric powerplant SCADA systems.


• have or be able to acquire clearance with USACE security and cybersecurity clearance with the USACE Critical Infrastructure Cybersecurity (UCIC) center of expertise.

Place of Performance: The intent of the contract is for work to mainly be remote but onsite work might be needed. Projects are located at various USACE Tulsa District Hydropower locations in Oklahoma and Texas.

The North American Industry Classification System code for this procurement is 541511 Custom Computer Programming Services which has a small business size standard of $30M.

Anticipated solicitation issuance date is on or about 22 February 2023, and the estimated proposal due date will be on or about 22 March 2023. The official announcement citing the solicitation number will be issued on SAM at www.sam.gov.

Firms’ response to this announcement shall be limited to 5 pages and shall include the following information:

1. The Government is requesting that members of the Business Community interested furnish the following information: Company name, address, point of contact, telephone number and email address.

2. Firms interest in bidding on the solicitation when it is issued.

3. Type of Small Business Community member (Small Business (SB), Section 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran Owned (SDV(SB), Woman-Owned Small Business (WOSB), under the North American Industry Classification System (NAICS) code 541511.

4. Answer the following questions:

Is the firm listed on www.partnerfinder.automation.siemens.com?

If not, is the firm a certified solutions partner?

Is the firm capable of meeting the requirements described in the draft SOW?

5. Please provide any similar experience providing Siemens PCS7 SCADA system support for federal, state, or municipal hydropower projects from the last five years. Include name, address, telephone number, email address of references, contact number, total contract value, and period of performance. Contracts must be same or similar to work described in this announcement
