This is a sources sought notice only. This is a request for vendor expressions of interest for market research purposes, in accordance with FAR Part 10. This is not a request for quote, and this is not a solicitation. This notice is posted by the Acquisition Utilization Specialist at EOVAHCS. This is not posted by the VA Contracting Office, and we are not warranted Contracting Officers and we have no authority to enter an agreement or contract. Vendors may express their interest and raise questions by emailing monica.gary@va.gov. Vendor emails must include subject line as "Cardboard and Pallet Collections", as a minimum. Be sure to include your vendor’s name and UEI number in the body of the email.



Eastern Oklahoma VA Healthcare System is seeking vendors who have an interest and capability to remove government scrap cardboard (bailed), wooden pallets and wooden pallet scraps at the Jack C Montgomery VA Medical Center and at the Ernest Childers VA Clinic. EOVAHCS would require the vendor to remove all the scrap from both sites and have it weighed within five days after the Vendor is notified to remove the scrap. Pick-up of scrap and pallets must be accomplished during normal working hours between 8:00 AM and 4:30 PM excluding holidays. EOVAHCS anticipates a five-year selling agreement with Vendor. EOVAHCS will prepare a Bill of Collection (BOC) which will be sent to the Vendor after every collection of cardboard and pallets. Payments to EOVAHCS will be determined by tonnage.



The Vendor shall be a qualified company to collect such items and shall provide all material, equipment, and labor for the pick-up. and transportation for scrap cardboard (bailed), wooden pallets and wooden pallet scraps. Collections must be performed in accordance with all local, state and federal laws, including safety laws, transportation laws, and environmental laws. The Vendor shall load vehicles with their own labor, vehicles and equipment. The Vendor shall tarp the vehicles for transport off the government facility where it can be recycled and/or reused (e.g., shredded into mulch). The Vendor shall provide all required labor, insurance, transportation, vehicles, vehicle fuels, lubricants, and repairs necessary to perform services under this agreement.
