Remotely Piloted Vehicle Targets (RPVT)/ Unmanned Aerial Vehicle (UAV)





The Mission and Installation Contracting Command (MICC) Fort Sill, OK is issuing this sources sought/request for information (RFI) for informational and planning purposes only. Information gathered will provide required market research to identify potential sources having an interest, and industry technologies available, to provide RPVT/UAV supplies. MICC Fort Sill is interested in identifying potential partners that can provide and demonstrate new technologies which are commercially available, and which align with our needs. Acquisition of UAV at the Joint Counter-small Unmanned Aircraft System (C-sUAS) University is necessary for mission essential training for all armed services.

PROGRAM BACKGROUND



The Fires Center of Excellence, Fort Sill, OK has a requirement to provide aerial target supplies/hardware for Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Air Defense Artillery (ADA) training.





REQUIRED CAPABILITIES



The Government requires the supplying of RPVT Air Vehicles (AVs), also referred to as targets or aerial targets, in accordance with attached requirements.





ELIGIBILITY



The applicable NAICS codes for this requirement is 336411, Target drones, Aircraft, Manufacturing and the Product Service Code (PSC) is 1550, Drones. This requirement is for a commercial, non-developmental agreement. Award is intended to be made in the form of one or more blanket purchase agreements (number depends on need, production/delivery requirements and pricing). Items provided/suggested must comply with the Buy American Act (FAR 52.225-1), Comply with Section 889 of the National Defense Authorization Act “Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment” and be defined as Commercial Items (FAR 2.101)





SUBMISSION DETAILS



Interested businesses should submit a brief capabilities statement package demonstrating ability to provide the products/systems capable of meeting or exceeding the Government’s stated minimum specifications (see attachment) listed in this notice. Documentation should be in bullet format as much as possible. No phone or email inquiries with regards to the status of any future RFP will be accepted prior to its release.





To receive consideration respondents must submit a brief response that includes the information requested in this notice, including answers to the relevant questions listed below. The response must not exceed 15 pages (Arial font not smaller than 12-point). Send responses in PDF format by email to the POC identified below. Include the synopsis number and company name in subject line of the email response.





The following requirements for the response must be met:

5. Number of Years in business.



6. Parent company (US or international).



7. Interest in attending a Pre-Solicitation Conference/Industry Day at Fort Sill Army Base, OKL or a Virtual Pre-Solicitation Conference/Industry Day (to be determined). Preference for format (in person or virtual).



8. Discuss an optimal contract length for this kind of supply purchase and the benefits it would provide. Identify the standard industry period of performance in supporting similar requirements.



9. Self-report if your company is a foreign company or an American company owned or controlled wholly or in part by a foreign company. Foreign companies, or American companies owned or controlled wholly or in part by foreign companies, are prohibited from competing on this acquisition.



Responses should include a narrative to demonstrate your capabilities. Specifically, interested contractors shall:



1. Demonstrate your knowledge and capabilities in supplying unmanned aerial drones, identify relevant (within the last two years) past performance either as a prime or subcontractor.

2. Do you currently operate facilities used to manufacture or supply similar RPVT systems? If so, describe the capabilities of the facility.

3. Describe your approach to supporting production and delivery schedules to meet mission needs.



4. The Government anticipates RPVT agreement will require the delivery of a non-developmental RPVT drone air vehicles. Explain your firm's approach to delivering a variety of components (i.e. Sustainment/repair package for parts) directly associated with meeting the requirements of the customers.



5. Describe your ability and process to Train the Trainer.



6. Discuss the frequency of technological changes (based upon historical patterns) that would necessitate changes/alterations to products offered and require price adjustments.



7. Describe teaming arrangements or Joint Ventures you may be pursuing to meet the RPVT requirements.
