The purpose of our amendment is to upload the responses from Industry Questions and Government Answers from RFI 09, point of contact (POCs) to submit KC-135 CCR Questionnaire – Draft Solicitation responses, provide instruction for Industry Technical Site Tour with schedule, instructions regarding Pre-Solicitation Conference, and uploaded additional attachments for Draft Solicitation (previously titled Reference Documents in Draft Solicitation).



As a reminder: Regarding correspondence with the Government; the Government will not go to your company’s website to download information or emails.



RFI-09 Industry Questions and Government Answers and Clarification for submittal of Questionnaire - Draft Solicitation



Industry questions and government answers for RFI-09 have been posted to this amendment. The government has reviewed all previous industry questions. Over the last two years, the government has gained a better understanding of the complexities of the CCR modification and has continued to refine the CCR requirements. In this review, the government has updated some previous responses to add more clarity, changed the answer completely, or reworded with more appropriate industry terms/vernacular, etc. The answers provided are current as of 21 April 23. Please review Q&A’s from RFI-09 attachment titled “Industry Questions and Government Answers from RFI 09 24APR23” prior to submitting questions to the Draft Solicitation. Review the Q&A’s from RFI-09 to ensure you are not duplicating questions. Submit questions on form “KC-135 CCR Questionnaire – Draft Solicitation” in response to the Draft Solicitation NLT close of the Draft Solicitation, to the POC’s listed below.

Industry Technical Site Tour – 27APR23



Instructions and Rules of Engagement for Attendees:



Enter Tinker AFB through the Tinker Gate (Main Gate), I-40 & S. Air Depot Blvd. AFB, OK 73145. Bring a State issued Driver’s License and/or Government issued ID (Passport, CAC, etc.) and visitors driving will also need to provide proof of insurance. Your name is on an approved Entry Authorization Letter (EAL). If you encounter problems with access, contact TSgt MacGregor, 316-247-2373. From the Visitor's Center and Pass & ID Office:



1. After passing through the checkpoint, turn left onto Arnold Street



2. Continue straight on Arnold Street for approximately 1.5 miles, the road will turn left



3. Arnold Street will turn right and turn into Industrial Boulevard – you will see the runway on your right



4. Turn right onto East Drive, at the stoplight



5. Building 3001 and the parking lot will be on your right. The flagpole will be visible.



Approved visitors will meet at Building 3001, at the entrance of the building, where the flagpole is located. From there, individuals will be escorted to the aircraft.



Guests will be restricted to forty-five minutes on the aircraft (twenty-five on the flight deck and twenty in the lower nose) (lower nose access will require a confined space briefing, provided by our friends in PDM).



Personal electronic devices (PEDs) will not be allowed in the controlled area around the show aircraft. No cell phones and other PEDs are allowed. No temporary storage will be available, so please plan accordingly. For safety, closed toe shoes must be worn, and all watches or jewelry must be removed. Additionally, bring eye and ear protection (safety goggles and ear plugs/muffs), as they are mandatory around the aircraft. The show aircraft will be in an active maintenance dock, with ongoing maintenance activity. Be aware of your surroundings. Questions are not allowed during the site tour. Please formally submit your questions NLT close of the Draft Solicitation.

Pre-Solicitation Conference - 02MAY23 – 0800-1200.



The purpose of the Pre-Solicitation Conference is to provide Industry with an overview of what the Government expects to see in your proposal, in order to award without discussions. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. This conference does not constitute a contract, a promise to contract, or a commitment of any kind on the part of the Government nor does it constitute as a change to the RFP. Any discussions or suggested information at this meeting are for discussion purposes only.



Rules of Engagement for Attendees:



Instructions and call-in information will be sent to each registered participant via email. Charts will be provided prior to the Pre-Solicitation Conference and uploaded to sam.gov after the conclusion of the conference.

On-Site Technical Tour – Thursday, 27 April 2023, 0800 – 1700 CDT



The Government will have an Industry On-Site Technical Tour on Thursday, 27 April. The tentative time for the tour to take place will be assigned to each Contractor within the following time frame: 0800-1700 CDT. Only three (3) individuals’, per Company, are allowed to attend in-person.



Please submit to the PCO’s below, the attached paperwork, CCR - Industry Tour Letter, for those that will attend in-person NLT Noon CDT, Thursday, 20 April 2023. The On-Site Tour schedule of attendees will be posted on SAM.gov, once established.



No questions will be allowed during the On-Site Technical Tour. Instead, you may ask your questions during the Virtual Pre-Solicitation Conference or submit NLT the close of the Draft Solicitation – 05 May 2023. Due to the sensitivity of this acquisition, an active DD2345 is required to be on file via the JCP website.



Virtual Pre-Solicitation Conference – 02 May 2023, 0800 – 1200 CDT



A Virtual Pre-Solicitation Conference will be held on Tuesday, 02 May 2023 from 0800-1200 CDT. Only six (6) individuals’, per Company, are allowed to attend with one (1) alternate. These names need to be submitted in an email to the POC’s listed below, NLT Noon CDT, Thursday, 20 April. Due to the sensitivity of this acquisition, an active DD2345 is required to be on file via the JCP website. The Virtual Pre-Solicitation Conference will be recorded. Responses given during the Virtual Pre-Solicitation Conference are not the Governments final position.



The Government will NOT pay for any travel expenses, information or administrative costs incurred in relation to the Draft Solicitation and associated meetings. Regarding correspondence with the Government; the Government will not go to your company’s website to download information.

Purpose: Synopsis for KC-135 Center Console Refresh





1. Draft Solicitation issued 04/05/2023 will close 30 calendar days after issuance

3. Nomenclature/Noun – KC-135 Center Console Refresh



4. Application (Aircraft) – KC-135



5. Description: The US Air Force needs an updated Fuel System (FS) and Flight Display System



(FDS) due to obsolescence and is looking for innovative ideas to not only replace but improve these systems with turn-key solutions enabling supportability and future growth. The FS, FDS, and the potential derived requirement aspects of both define the scope of the CCR program.



6. The anticipated contract will be a Fixed Price Incentive Firm Target (FPIF), Firm Fixed Price, Cost Reimbursable single award indefinite quantity/indefinite delivery type contract comprised of One Base Year with Eight One-Year Option Periods and a projected period of performance from April/May 2024 to March/April 2033.



7. Please refer to Draft Solicitation Pricing Matrix for CLIN, Quantity and Unit of Issue breakdown.



8. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.



9. An On-Site Visit at TAFB and virtual Pre-Solicitation Conference are expected to be held after release of Draft Solicitation to allow interested parties to inquire further about the KC-135 Center Console Refresh acquisition. Further details will be provided in an amendment to this synopsis.



10. Question and answers from RFI-09 will be provided in an amendment to the Draft Solicitation, prior to the posting closing date.



11. Please submit questions on form, KC-135 CCR Questionnaire – Draft Solicitation, NLT close of the Draft Solicitation. Responses to the Questionnaire will be provided approximately 10 business days after the close of Draft Solicitation.



12. Reference Documents and DD254 will be provided in an amendment to the Draft Solicitation, prior to the posting closing date.



13. To request access to view controlled documents via sam.gov, you must have a role assigned in sam.gov. This is not something Government personnel can assist you with. If you are unable to view the controlled documents, you will need to contact sam.gov for questions. After you have a role assigned in sam.gov, request to view the documents and ensure you put your company’s cage code in the request. If you do not provide the cage code, this will delay your request for access. Access will be granted to the controlled documents if an active DD2345 is on file for your company via the JCP website, https://public.logisticsinformationservice.dla.mil/jcp/search.aspx.
