Swinging Fire Door Repairs
Department of Veterans Affairs (VA)
Veterans Health Administration (VHA)
PURPOSE:
Jack C. Montgomery Veterans Affairs Medical Center (JCMVAMC) is requiring a contract to repair the fire doors at the Jack C. Montgomery campus. Various doors within building 1 and 53 are out of adjustment, missing components, missing labels, and/or malfunction components. The reason for these doors is to ensures life safety in the event of a fire. Should there be a fire and these doors are out of specifications, it may contribute to a spread of fire within the building. Contractor is to go to each door and evaluate the door and perform repairs/adjustments to the doors to bring each door into compliance with Life Safety and Joint Commission, in a cost-effective, efficient manner, contributing to the VA Mission.

This Contract will be a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered government employees for any purpose. Contractor shall furnish all labor, materials, parts, equipment, tools, transportation, and supervision to provide services necessary to test, certify and measure Government owned Biological Safety Cabinets (BSCs), Laminar Flow Workstations (LFWs), and Pharmacy clean rooms, in accordance with this Performance Work Statement (PWS).

One-Time Single Repair

SCHEDULE OF SERVICES: Once awarded, contractor has 90 days to complete.

WARRANTY: Contractor must guarantee workmanship for a period of one (1) year after COR written acceptance of work. Contractor must furnish a minimum 1-year parts and labor warranty on materials, equipment, parts and components, furnished and any manufacturer s warranty greater than one (1) year.

SCOPE OF WORK:

Provide repairs on non-compliant swinging type fire rated doors as outlined in the deficiency report listed below.

If the non-compliant doors cannot be repaired, a listing of the doors and the location will be provided along with a clear path to resolution.

Provide a report of all repairs completed.

INSTALLATION/REQUIREMENTS:

No open holes or breaks in surfaces of the door or frame.
Glazing, vision light frames, and glazing beads are intact and securely fastened, if so equipped.
The door, frame, hinges, hardware, and con-combustible threshold are secure, aligned, and working, with no visible damage.
No parts are missing or broken.
Door clearances at the door edge to the frame on the pull side of the door do not exceed 1/8 inch or ¾ inch undercut.
The self-closing device works that is, the active door completely closes with operated from the fully open position.
If a coordinator is in place, the inactive leaf closes before the active leaf.
Latching hardware operates and secures the door when it is in the closed.
The door or frame has no auxiliary hardware items that interfere or prohibit operation.
The door assembly has no field modifications that void the label.
Inspections verify the integrity of gasketing and edge seals, where required.
Meeting edge protection, gasketing and edge seals, where required, are inspected to verify their presence and integrity.
Signage affixed to the door meets the requirements listed in 4.1.4 Life Safety codes.

LIMITATIONS OF SUBCONTRACTING: The Limitations of Subcontracting may or may not apply to a resulting solicitation from this Market Research. Vendors are advised to familiarize themselves with Federal Acquisition Regulation parts 19.505(a)(2) and 19.505(b)(1) as it pertains to subcontracting limitations. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
