This is a pre-solicitation notice. The Department of Energy, Southwestern Power Administration, Gore Field Office, intends to issue a Request for Proposal for a 200 MVA autotransformer to be furnished, delivered, and off-loaded, f.o.b. job site to Weleetka, Oklahoma. The Contractor shall set, completely assemble, install, fill with oil, connect, field test, and place the autotransformer in complete readiness for operation on the existing transformer pad immediately after delivery at the Weleetka Substation. Location of this project is at Weleetka Substation, 387070 E. 1147 Rd., Weleetka, OK 74880. (Okfuskee County, Oklahoma ).

This procurement is a 100% Small Business Set-aside. The applicable North American Industry Classification System (NAICS) code for this project is 335311- Power, Distribution and Specialty Transformer Manufacturing, with a size standard of 750 employees. All responsible, qualified firms are encouraged to submit an offer.

The acquisition process will be based on FAR Part 13, Simplified Acquisition Procedures (SAP) methodology, and criteria is set forth in the Specifications and Evaluation Section of the solicitation. The solicitation is anticipated to be issued on or around April 28, 2023. A site visit or pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package (including any amendments.) Interested firms are HIGHLY encouraged to attend the site visit/pre-proposal meeting but not required. The solicitation closing date will be approximately 30 days after its issuance; the actual date and time will be identified in the solicitation.

No telephone requests for documents will be accepted. This solicitation is a Request for Proposal and there will be no formal public bid opening. All questions/inquiries or requests for clarifications must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be posted as an amendment to the solicitation posting. Questions submitted less than 7 business days before the close date may not be addressed in time before the bid opening.
