The Air Force intends to solicit and issue a sole source contract to Eastman Machine Company, under the authority of FAR 6.302-1(b)(2) for the following service:

The 76 CMXG is requesting the utilization of funds for the delivery, calibration, installation,

performance verification, and training for the Eastman Cutting Machine upgrade to include the

following for both machines unless otherwise specified:

• Upgrade Eastman cutting machines T00862 and T00866 keeping existing static table, blower, and silencer


• Replace and upgrade the cutting gantry with color LCD touchscreen and servo control.


• Working range minimums are: 69.45 in (T00862) and 159.45 in (T00866). Gantry should include two stop discs and four remote emergency stops.


• Replace rails on T00866 machine only.


• Add EasiMark Air Brush Marking System to T00862 machine only.


• Replace and upgrade cutting tool heads.


• Must have a minimum of 3 cutting heads per table and include spare blades, 10 each. Cutting heads should be 1" round blade, 2" round blade, and 45 degree drag mount blade.


• Tool head must include pen lift assembly.


• Must be able to change blades without disassembling the head. Must include a depth gauge and limiter.


• Replace and upgrade diagnostic control cabinet and software.


• Upgrade operating system to Windows 10 and upgrade cutting software to newest version of cutPRO.


• Include minimum 24" LCD flat screen monitor.


• Should have easy access door for maintenance.


• Should be sealed to block particles and fan cooled with accessible filter screen.


• Power requirements: 220V, single phase, 50/60HZ


• Transfer all existing files to hard drive before upgrading software. Existing files must be transferable to upgraded software.


• Provide delivery and install of all upgraded components.


• Provide necessary training on new equipment and software.


• Must include a minimum 1 year warranty on Upgraded components.


• Include updated maintenance and operation manuals with illustrated parts breakdown and associated component part numbers.


• Contractor shall provide delivery, installation, performance verification, and training for the Eastman Cutting Machine upgrade IAW the SOW.


• Contractor shall meet all requirements listed in the SOW.

A Firm Fixed Price type contract is contemplated.

Estimated Period of Performance: 60 days ARO

System for Award Management (SAM) is required to receive any award. Contractors can register electronically at https://www.sam.gov/portal/public/SAM/. The NAICS code for this requirement is 333517 with a size standard of 500 EMP.
