DRAWINGS and updates AMS 3.6.7-17 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE (OCT 2022).

This Procurement is full and open (unrestricted) competition. The NAICS code applicable to this requirement is 236220 Commercial and Institutional Building Construction. The business size standard for this NAICS is $39.5 million. All Offerors must be registered in SAM. WWW.SAM.GOV with NAICS Code 236220.





OVERVIEW: The FAA contemplates an Indefinite Delivery/Indefinite Quantity (IDIQ) contract in the General Construction trade (NAICS 236220 Size Standard $39.5M). Contract performance period is 365 calendar days after Notice to Proceed.



PROJECT/WORK LOCATION: Mike Monroney Aeronautical Center, 6500 S. MacArthur Blvd, Oklahoma City, Oklahoma. ZIP Code: 73169



NOTICE: Your attention is directed to Sections L and M of SIR/RFO 6973GH-23-R-00003 for instructions for preparation and format for submission of proposals. The SIR includes an evaluation of past performance. Offerors are required to provide Past Performance Surveys to customers/clients who are familiar with the work demonstrated through previous or ongoing contracts of a similar nature. A minimum of three (3), but no more than five (5) projects will be submitted. At least two (2) projects provided must be valued at or over $1,500,000.00. Only projects underway or completed within the last five (5) years will be considered.





The Past Performance Surveys will be returned directly to the Contracting Office. Surveys must be received no later than the closing date of this solicitation. Offeror’s are responsible for ensuring their references transmit a survey directly to the Contracting Office by the required due date. Offeror’s shall give customers/clients sufficient time (recommended seven (7) days) to respond to surveys and submit to Contracting Office prior to due date. Surveys received after the established due date may not be evaluated. Offeror’s will complete Part 1 and 2 of the Past Performance Surveys and then provide the surveys to their customers, who will in turn complete Part 3 and 4 and return the surveys directly to the Contracting Officer by the due date specified on the surveys. The FAA will not be held responsible for those Offeror's customers who refuse to respond or provide past performance information. Note: It is the responsibility of the Offeror to follow-up to make certain the surveys have been returned to the Contracting Officer by the due date.





QUESTIONS AND ANSWERS: Any Questions on Contract/Project/Specifications/Plans must be submitted in writing only and sent via e-mail to (Elizabeth.A.Fikes@faa.gov). All Questions must be submitted no later January 19, 2023 by 5:00P.M.. This deadline will allow time for responses to be provided in advance prior to proposal submission deadline.





Questions and Answer responses will be periodically posted directly to sam.gov. Check sam.gov regularly for submitted Questions and Answers.





PROPOSAL SUBMISSION: Proposals will be submitted electronically via E-mail Only in accordance with Section L, Provision 3.2.2.3-20. All volumes should be submitted in electronic format. Each volume should be submitted in separately marked electronic files. Proposals must be received electronically by the FAA Contracting Office, no later than Tuesday January 31, 2023 by 5:00 P.M.

Any proposals received after Tuesday January 31, 2023 by 5:00 P.M. may not be considered in accordance with AMS provision 3.2.2.3-14, “Late Submissions, Modifications, and Withdrawals of Submittals”, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible.



Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), “if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.”





Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process.



This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
