This is a PRESOLICITATION NOTICE for the Clinton Emergency Generator Project, a construction project for the Indian Health Service (IHS), Division of Engineering Services (DES). The Government anticipates releasing the solicitation on or about 17 April 2023 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposal (RFP) will be posted on https://sam.gov. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents.

This project will be advertised as a 100% Small Business Set Aside under North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring Installation Contractors. Other than Small Business offerors will not be considered for this award.

SCOPE OF WORK:

The contractor shall provide all labor, tools, equipment, supervision, and travel for the full installation of a new 1,200KW Emergency Generator System to be combined with the existing 125 KW Generator System. Contractor shall acquire the new Emergency Generator and provide for all associated electrical work necessary to provide full emergency power during power outages to 100% service the entire facility building including the HVAC and Mechanical systems and construction of the concrete generator pad. The 1,200KW Emergency Generator unit is to include two or three individual separated breakers with one individual breaker for the existing Life Safety 200A ATS for the Emergency Power Panel EDP branch and the other two breakers for the increased emergency power for a new 1,600A ATS to be used for an Optional Emergency power branch.

LOCATION OF PROJECT: All work shall be performed in the Clinton Indian Hospital in Clinton, OK.

CONSTRUCTION DURATION: Period of Performance is 365 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000, in accordance with FAR 36.204.

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

Tribal Employment Rights Ordinance (TERO) does not apply to this project.

CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.
