THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR QUOTE AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry prior to determining acquisition strategies and issuance of a Request for Quote including the use of any potential appropriate small business programs. Whether the business is currently classified as one of the types indicated in the chart below, the business operations must meet the needs as specified in the source purpose outlined below. This Sources Sought will be open for a period of thirty (30) calendar days, ending on 7-July-2023.

SOURCE PURPOSE: The United States Army Corps of Engineers Tulsa District (USACE-SWT) contemplates an Indefinite Delivery Contract (IDC) professional CULTURAL RESOURCE SERVICES with a capacity of $5.5M. USACE-SWT anticipates a requirement of cultural resource services for Section 106/110 Cultural Resources Surveys. All work shall be conducted in a manner consistent with the Secretary of the Interior’s “Standards and Guidelines for Archaeology and Historic Preservation” (48 FR 44716-44740) or the Secretary of the Interior’s “Standards for the Treatment of Historic Properties” (36 CFR 68), as appropriate and will adhere to the Tulsa District Survey and Curation Standards.



SUBMISSION REQUIREMENTS: Firms submitting responses shall provide a response to the following:

  1. Demonstrate your firm’s most recent projects depicting your ability to meet the requirement. Indicate whether the work is performed as a prime or a subcontractor, as well as what percentage of work your firm performed.

    1. Please provide five past performance examples, preferably for federal agencies, for similar tasks to those listed below including a project summary, period of performance, contract amount, current contact information for the client point of contact, and whether any change orders were necessary, and if so, why.

      1. Completing cultural resource surveys and associated technical reports for Section 106 and Section 110, of the National Historic Preservation Act, work in Oklahoma, Texas, and Kansas. Include prehistoric experience as well as historic.

      2. Completing Archaeological Resources Protection Act (ARPA) Damage Assessments. Include experience performing field damage assessments, writing damage assessment reports, completing budgets for cost of restoration and repair/archaeological value/commercial value, and any specialized trainings completed.

      3. Identifying and testing rock shelter archaeological sites.

      4. Evaluating historic structures and buildings, archaeological sites, districts, and objects under criterion A-D for the National Register of Historic Places.

      5. Site testing, data recovery, special studies, and laboratory analyses related to archaeology, zooarchaeology, geoarchaeology, etc.

      6. Previously recorded site re-location and site condition monitoring.
