The FAA is seeking proposals via Screening Information Request (SIR) from interested vendors who can provide all identified items on the attached Bird Electronics Pricing List for electronic test equipment manufactured by Bird Electronics.





The award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with one base year and four option years is anticipated to be made to the offeror that proposed the lowest total price (sum of all items) received on or before the aforementioned due date that can be determined eligible for award in accordance with the SIR and this announcement.





PLEASE NOTE



This is a competitive solicitation for an IDIQ contract. As such, any proposals received that takes any exception to the terms and conditions in this solicitation, proposes a different pricing structure, or indicates within their proposal that their proposed pricing is not inclusive of all the items identified on the Bird Electronics Pricing List, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award.





Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA.





Instructions to offerors are located in Section L of the attached SIR document. See Section M of the SIR document to see how proposals will be evaluated. These sections are listed below for reference:





L.1 INSTRUCTIONS FOR COMPLETION OF THIS SCREENING INFORMATOIN REQUEST (SIR)





L1.1 SIR DOCUMENT





a. The Offeror shall complete the following fill-ins of the SIR:

L1.2 ATTACHMENT 1: BIRD ELECTRONICS PRICING LIST





Offeror shall complete the Bird Electronics Pricing List.





Offeror shall populate all cells highlighted in yellow with proposed unit price information.





Offeror is advised that the quantities contained in Attachment 1: Bird Electronics Pricing List are estimates only. They are contained in this document to communicate the FAA's anticipated level of effort and to determine the total estimated potential value of any contract(s) resulting from this SIR. The quantities are estimates only and do not represent a minimum or maximum commitment by the FAA at the individual item level. Offerors must not attempt to alter the quantities or other information on the pricing list.







M.1 INFORMATION AND CONSIDERATIONS AFFECTING VENDOR PROPOSAL SUBMISSIONS





(a) This acquisition will employ best practices procedures for competitive negotiated procurements as authorized by the Federal Aviation Administration Acquisition Management System (AMS).





(b) The FAA may communicate with one or more Offerors at any time during SIR process. Communications with one Offeror do not necessitate communications with other Offerors since communications will be Offeror-specific. Information determined to have common application and not considered prejudicial to any Offeror will be communicated to all Offerors.





(c) Cost/Price will be evaluated by reviewing the total sum of all items filled out in Attachment 1: Parts Pricing List. Prices will also be reviewed for balance, mathematical accuracy, and reasonableness.





(d) Only one (1) offer that provides the lowest price of all proposals determined by the Government to be a responsible offeror will receive a contract award, so long as the proposal is otherwise acceptable for award (no conflicting terms and conditions, contract documents are completed properly, etc).



(e) Because several proposals are anticipated, uniformity of proposals is essential to assure a fair and accurate assessment of each offer. All proposals must be submitted in accordance with Section L and must conform to all the terms and conditions of the SIR. Failure to conform to all requirements expressed may be cause for rejection without further evaluation or discussion.





(f) Additional information may be requested from the offeror(s) whose proposal is the lowest price. The information may clarify or supplement, but not basically change the proposal as submitted. The FAA reserves the right to award a contract based on initial offers received, without discussions or negotiations. For this reason, each initial offer should be submitted on the most favorable terms from the standpoint of price/cost.





(g) Award will be made to the lowest priced offer that is determined to be responsible. To be determined responsible, the offeror must have no exclusions in SAM.gov.





M.2 BASIS FOR AWARD





Award will be made on the basis of the lowest priced proposal from a responsible offeror. Contract award will be made to the Offeror who is deemed responsible in accordance with the Acquisition Management System (AMS), whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, and certifications) and is judged, based on available information, to represent the lowest priced, responsible offer.







The FAA reserves the right to cancel this SIR at any time and at no cost to the FAA.
