The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) is seeking proposals from sources capable of completing CONSTRUCTION PROJECT: STB Annex Renovation at the Mike Monroney Aeronautical Center in accordance with the attached specifications and drawings

This is a 100% 8(a) Set-Aside IAW included AMS Clause 3.6.1-8 NOTIFICATION OF COMPETITION LIMITED TO ELIGIBLE 8(A) CERTIFIED SDB CONCERNS (JAN 2022)

The Estimate Price Range: $1,000,000 and $5,000,000

Please read the attached Solicitation in it's entirety and all other Attachments. Follow the instructions outlined in Sections L & M for submitting a responsive proposal. Please include the solicitation number 6973GH-23-R-00096 in the subject line of all email correspondence as indicated in Section L of the SIR

Proposals are due by EMAIL ONLY as indicated in Section L of the SIR no later than the closing date identified in the SIR

***ATTENTION: PLEASE SECTION L.1 OF THE SIR FOR THE MANDATORY SITE VISIT INSTRUCTIONS***

Prospective offerors are required to attend a MANDATORY pre-proposal conference to be held at 9:30 a.m. Central Time, Tuesday, May 16th, 2023 via site visit at the Mike Monroney Aeronautical Center. The conference will be held for the purpose of site investigation and permit general discussions regarding this Screening Information Request. Proposals from offerors who did not attend this pre-proposal conference WILL NOT be considered for award.

Offerors are allowed to send a maximum of ONE individual to represent their proposal (to include proposal teams,

if applicable). Please advise the Contract Specialist (Andre Casiano, andre.casiano@faa.gov) in writing of your

intent to attend by 5:00 p.m. Central Time, Friday, May 12, 2023. Telephone requests will NOT count as

notification of attendance. The Contracting Officer will send out information no later than 10:00 a.m., Monday,

May 15, 2023 to ONLY those that have provided the required response information. Your request should

include the following information:

(1) Name of company represented

(2) Name and title of representative

(3) Phone number of representative

(4) Email address of representative

Amendment 0001 is hereby issued. This amendment revises the solicitation to allow for a maximum of three (3) individuals to attend the May 16th 2023 Site Visit to represent an offerors proposal.

Questions have been recieved and forwarded to the Architects, if you have not submitted any questions/RFIs, please do so ASAP to allow time to answer. All Questions and Answers will be posted once all questions have been answered

***NOTICE: A forthcoming amendment will incorporate an uncompressed pdf version of the drawings. This amendment will be issued as there may be issues with some versions of Adobe not displaying text correctly on the the drawings posted with the SIR.

Anticipate this amendment being issued and posted by May 22, 2023.

PLEASE NOTE: There are no changes to the drawings at this time. The uncrompessed drawings pdf will just increase compatibility for potential offerors unable to see text on the drawings.

-------Amendment 0002 May 22nd, 2023 Update-----

The purpose of this Amendment is to re-issue the 100% Type B FAA-MMAC STB Annex Renovation Drawings as Attachment 14. The drawings HAVE NOT changed. Some Adobe versions were not displaying text on sheets M-301 and M-302. These re-issued drawings correct this issue.

PLEASE NOTE: Anticipated date for release of answers to all Site Visit questions is May 26th 2023.

!!IMPORTANT NOTICE!!! The original Attachment 7 Past Performance Survey was an incorrect version and had an incorrect email address. Amendment 0003 replaces Attachment 7 Past Performance Survey in its entirety with Attachment 7 Past Performance Survey Revision 1.1 5.24.23. Please ensure that all past performance clients submit Attachment 7 Past Performance Survey Revision 1.1 5.24.23. Due to this change, Amendment 0003 also extends the past performance survey AND proposal due date to June 12th, 2023 at 3:00 p.m. Central Time,

If contractors have additional questions regarding the STB Annex Renovation Project, please submit those by May 30th, 2023 at 1:00 p.m. Central Time to ensure answers can be provided before the proposal due date.
