Description

This is a Request for Information (RFI) only, as part of market research. The Government is conducting market research to identify potential vendors or sources who may provide products and services that meet requirements necessary for consideration. It is the intent of the B-52 System Program Office (SPO) to eventually award a Firm-Fix-Price (FFP) contract with a base year and up to 7 option years to support the Sustainment of the B-52H Wiring Diagram Manual and Interactive Wiring Diagram Viewer. The B-52 SPO must plan any projects and/or funding requirements up to 2 years in advance. We anticipate this to solicit and/or award during FY 26 or FY 27. This RFI is issued solely for information and planning purposes only, it does not constitute a Request for Proposal (RFP) or the promise to issue an RFP in the future. This RFI is not intended to commit the Government to a contract for any supplies or services. The Government will not pay for any information received in response to this request nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.



Market research is being performed to identify any potential sources that may have expertise, capability, and experience to meet the requirements to sustain the B-52H Wiring Diagram Manual and Interactive Wiring Diagram Viewer. The Oklahoma City Air Logistics Complex (OC-ALC) is the primary Air Force (AF) depot level maintenance base responsible for sustaining the B-52H aircraft, system, and subsystems. The B-52 SPO sustains the B-52H technical library and 3 interactive diagrams to include an Illustrated Parts Breakdown (IPB), Hydraulic Schematic, and Wiring Diagram. The sole purpose we are intending with this RFI is to find alternative solutions to better sustain and distribute our Wiring Diagram Manual and Interactive Wiring Diagram Viewer. The B-52 wiring diagram manual consists of four chapters that are necessary for the sustainment of the B-52 electrical system. Chapter 1 of the manual is for general information that goes over how to use the wiring diagram and is used heavily by new maintainers and training classrooms. Chapters 2 and 3 list all the part numbers, equipment numbers, and wire diagram indexes which can be used for part ordering and for troubleshooting. Chapter 4 consists of each wire diagram applicable to the most current configuration of the B-52.



Currently our Interactive Wiring Diagram is available in two configurations: an online/connected version and an offline/disconnected version. The connected version is housed in Technical Order Authoring and Publishing (TOAP) Web utilizing a server version of our diagram which does not need Internet Explorer (IE) Mode to function. But there has been mention of TOAP Web being turned off which takes away our online/connected version. The disconnected version of the wiring diagram requires the use of Microsoft Edge in an offline capacity and the use of the IE Mode and any ActiveX control still functioning in IE Mode. With not knowing the exact date of when IE Mode loses its functionality, we will be no longer able to support our Interactive Wiring Diagram in an offline capacity for our end users. Without the capability to support this diagram offline poses risks for the sustainability of the B-52H weapon system as various maintenance troubleshooting tasks and training of personnel will be affected.



The current interactive wiring diagram allows users to select the applicable aircraft tail number and select any applicable Time Compliance Technical Orders (TCTOs) that have been complied with on the aircraft. This allows users to select the most up-to-date configuration for that aircraft tail number. Once users have the necessary information selected, the viewer will configure each diagram to that information, so the user is looking at the most current configuration possible. When the user selects a diagram, they can hover over or select a wire which will then highlight the wire for easier troubleshooting. Also, when a diagram is selected a table will populate with information for that diagram such as equipment numbers, descriptions, part numbers, etc. to further make troubleshooting tasks or parts ordering easier. Users can utilize a search function to search for information just mentioned and find every diagram that is applicable to that search. The search feature can be filtered to show wire numbers or parts.



Presently our Interactive Wiring Diagram consists of the information from Chapters 2 through 4. Chapters 2 and 3 are encompassed in the search function but has been confusing for users know that due to the lack of a general information tab detailing how-to-use the viewer. Chapter 4 is made available once user choose the current configuration of the aircraft they are working, then on the home screen the wire diagrams populate in folders that user will search through to find the one they require.



This RFI is not to be treated as a request for competitive proposal or quotation. Any response to this RFI will not be considered as an offer and, therefore, cannot be used to form a binding agreement between the respondent and the Government. In Accordance With (IAW) FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, companies will not be compensated for any information provided except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR. Responses to this RFI may or may not be used to assist in any future source selection actions.



The Government reserves the right to utilize any non-Government personnel to assist in the evaluation of responses. Roles of non-Government personnel is to serve as technical advisors only to the Government reviewers to provide technical expertise and/or advice as required. Non-Government personnel will have access to information submitted under this RFI and have non-disclosure agreements (NDAs) on file with the Government.
