The purpose of this Request for Information (RFI) is to seek out qualified vendors who have experience manufacturing Asphaltic Polymeric Insulating Compound (Tuff Seal).

This announcement is in support of market research performed by the Army Contracting Command – Rock Island to determine vendor interest and capability to provide the supply described within this RFI.

This RFI is for information purposes only and is not to be construed as a commitment by the Government to procure any supplies, or for the Government to pay for vendor information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. Consequently, no solicitation is being issued at this time. Therefore, no award will be made as a result of responding to this RFI.

Vendors interested in this acquisition must meet the criteria for Federal Supply Code (FSC) 8030, Preservative and Sealing Compounds, Standard Industrial Code (SIC) 2891, Adhesive and Sealants, and North American Industry Classification System (NAICS) Code 325520, Adhesive Manufacturing.

This proposed requirement is for Asphaltic Polymeric Insulating Compound (Tuff Seal). Any potential vendor must be qualified prior to award. The Tuff Seal shall be in accordance with MIL-DTL-82633A. Interested parties should provide the following information:

1.Does the firm manufacture and supply Asphaltic Polymeric Insulating Compound (Tuff Seal) IAW with MIL-DTL-82633A to the USG? If so, please include relevant contract history. Note: Any potential vendor must be qualified prior to award.

2. UEI, DUNS, CAGE Code, Tax ID, and Point of Contact Information.

3. Number of employees (for business size verification).

4. Type of Socioeconomic Business Class (Examples: Disadvantaged, Veteran Owned, HubZone, Women Owned, 8(a), ANC, NHO, etc.).

5. Manufacturing plant name and location (for qualification country status verification).

6. What are your specific manufacturing skills that will ensure your capability to perform a requirement for the product?

7. Does your firm use brokers, or authorized distributors to distribute your product, or is your firm willing to sell directly to the Government?

8. What is your firm’s production capability? What is the maximum amount, in kits, of Tuff Seal your firm can produce in a 30 day period and in a 90 day period?

9. What is your minimum manufacturing lot size for the Tuff Seal material?

10. What is the lead time it takes your firm to obtain the raw materials, prior to manufacturing?

11. What method of shipment does your firm use for the Tuff Seal? How long does shipment from your manufacturing site to FOB Destination McAlester Army Ammunition Plant in McAlester, Oklahoma take?

12. Has your firm produced and delivered an approved, qualified, tested, and acceptable Tuff Seal product to the U.S. Government that met the specifications contained within MIL-DTL-82633A?

13. If #12 is yes, provide the following information: Government agency name, Government contract number, dollar value, length of time provided product, Government point of contact information such as name, phone number, and email address. If #12 is no, qualification testing and approval is needed prior to a future award.

All of the above information must be submitted in detail with your submission under this RFI. If a solicitation is issued, it will be published electronically on the SAM.gov and it will be the responsibility of the contractors/interested parties to check regularly.
