Introduction/Purpose.



The Federal Aviation Administration (FAA), Flight Program Operations (AJF), has a requirement to fabricate the Aircraft Modular Mission System (AMMS) racks to support the installation of avionics required to execute the flight inspection mission.



The FAA is seeking interested sources capable of building the racks, related wiring and connection points.



This will be an indefinite quantity requirement with a period of performance of up to four years.



This market survey is being conducted in accordance with FAA Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis.



Nature of Competition



The acquisition strategy for the procurement will be competitive.

How to Respond To This Market Survey



Interested sources should respond with information to confirm evidence of their qualifications and capabilities to meet the requirements as outlined in the DRAFT Statement of Work (SOW).



CAPABILITIES STATEMENT (NO MORE THAN 10 PAGES):



1. Design Expertise: The vendor must possess design expertise in creating fixtures and consoles for aviation applications, including wire bundles. This includes the ability to interpret 3D models, electrical schematics, and wiring diagrams, as well as the knowledge of industry standards and regulations related to fixture and console fabrication.



2. Manufacturing Facilities: The vendor should have appropriate manufacturing facilities equipped with necessary machinery, tools, and equipment to fabricate fixtures and consoles. This includes capabilities for metal fabrication, plastic molding, wire harness assembly, and electrical component integration.



3. Quality Control Systems: The vendor should have robust quality control systems in place to ensure that fixtures and consoles meet the required standards and specifications. This includes inspection and testing procedures throughout the manufacturing process, documentation of quality records, and compliance with applicable regulations.



4. Compliance with Part 21: The vendor must have a thorough understanding of the FAA Part 21 regulations and compliance requirements for manufacturing aviation components. They should be able to demonstrate compliance with airworthiness standards, design approval processes, and production approval processes as applicable to fixtures and consoles with wire bundles.



5. Documentation and Traceability: The vendor should maintain comprehensive documentation and traceability records throughout the manufacturing process. This includes maintaining records of design specifications, manufacturing procedures, inspection reports, and test results to ensure traceability and enable effective troubleshooting and maintenance in the future.



6. Skilled Workforce: The vendor should have a skilled workforce with expertise in fixture and console fabrication, wire harness fabrication, electrical integration, and quality control. This includes personnel such as design engineers, electrical technicians, assemblers, and quality inspectors who have the necessary knowledge and experience in aviation manufacturing.



7 Continuous Improvement: The vendor should have a culture of continuous improvement, focusing on process optimization, defect prevention, and innovation. This can involve implementing lean manufacturing principles, conducting regular process audits, and seeking feedback from customers to drive improvement initiatives.



8. Safety and Compliance: The vendor must prioritize safety and compliance with relevant regulations and industry standards. This includes adherence to safety protocols, occupational health and safety regulations, and environmental regulations applicable to the manufacturing process.



Rough Order of Magnitude (ROM)



A ROM is requested for the firm fixed priced Rough Order of Magnitude (ROM) for planning purposes.
