The Eastern Oklahoma VA Health Care System (EOVAHCS) is renovating a non-medical existing facility to be the new Tulsa VA Medical Center (VAMC). The facility requires new endoscope surgical towers for the new procedure rooms. There currently are no endoscope surgical towers in this facility. The EOVAHCS also requires replacement endoscope surgical towers at the Jack C. Montgomery VA Medical Center (JCMVAMC). The current systems are at end of life and are used for the Laparoscopic, Cystoscopic, and Arthroscopic cases.

General:





The Veterans Health Administration Network Contracting Office 19 is considering a requirement to provide new endoscope surgical towers at facilities in the Eastern Oklahoma VA Health Care System footprint. All product to be provided would be new, never before installed. All work would conform to and comply with the latest edition/version of ALL applicable VA, Federa, State, and Local laws, rules, regulations, codes, and standards.





This is a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. Contractor shall furnish all labor, materials, parts, equipment, tools, shipping, transportation, insurances, licenses, certifications and supervision necessary to provide services in accordance with this Performance Work Statement (PWS).





Please note the anticipated contract award would be a Firm Fixed Price, Single Award Task Order Contract to cover a period of three years for awarding of all required equipment.





Product Delivery, Assembly, and Training:





Tulsa VA Medical Center, 440 S. Houston Ave, Tulsa, Oklahoma 74127





Jack C. Montgomery VA Medical Center (JCMVAMC), 1011 Honor Heights Drive, Muskogee, Oklahoma, 74401





Requirement





Eastern Oklahoma VA Health Care System (EOVAHCS) requires a contractor to provide and assemble endoscope surgical towers (“towers”) that allow for mobility, safety, and accuracy, when used in procedures, such as laparoscopic, cystoscopic, ENT, and arthroscopic cases, without causing risk to patient and VA staff, maintaining reliability, and longevity. Additionally, the required equipment will provide patients and providers access to up-to-date visualization and access to standard of care adjuncts, including ICG imaging.





Contractor must deliver and assemble the towers per the delivery times and to the locations in this SOW. The Purpose, to include provision of products, assembly, and training, must be accomplished by the Contractor by the Delivery Times at the Locations, in accordance with this SOW, in a cost-effective, efficient, and safe manner, while contributing the VA Mission.





The Contractor shall furnish all contract oversight, management, Technically Trained Personnel, OEM authorizations to support provision and installation of OEM products, applicable licenses, uniforms, equipment, tools, materials, supplies, storage, insurances, shipping and delivery costs, and transportations necessary to provide the products, and associated installation, for EOVAHCS in accordance with this SOW. Any services associated with this product are considered non-personal services. The Contractor, its employees, agents, and subcontractors shall not be considered VA employees for any purpose of fulfilling the SOW and shall be considered employees of the Contractor.





Qualifications of Contractor OEM-Trained Technicians:





Contractor shall document, in writing, their experience in working on the equipment listed in this SOW as well as the qualifications of individuals who will work on the equipment. Where the SOW requires OEM trained technicians, demonstration of this will also be required in the documentation. Contractor shall provide letter demonstrating their relationship with the product to be offered (reseller, distributor, etc).





Contractor abilities





Discussion on the contractor’s ability to conform to the limitations of subcontracting. Who would provide the installation, service, warranty work, and training on the new equipment.





Delivery





Provide a rough lead time required for initial delivery and a rough timeline on delivery.

LIMITATIONS OF SUBCONTRACTING: The Limitations of Subcontracting may or may not apply to a resulting solicitation from this Market Research. Vendors are advised to familiarize themselves with Federal Acquisition Regulation parts 19.505(a)(2) and 19.505(b)(1) as it pertains to subcontracting limitations. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
