AMENDMENT 00001 - QUESTIONS and ANSWERS



The purpose for the amendment is to provide answers to the questions received (see attached), provide the revised Performance Work Statement (see attached), and include clause 52.232-18, Availability of Funds. This requirement is subject to the availability of funds.



This amendment does not extend the proposal due date. Proposals are due on or before March 13, 2024 not later than 1:00 p.m. CST. Proposals are to be sent to both Candace Obrian, candace.i.obrian.civ@army.mil and Harvetta Taylor, harvetta.r.taylor.civ@army.mil .

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY SOLICITATION; proposals are being requested and a written solicitation will not be issued.



2. The Solicitation W912L6-24-R-3826 is issued as a Request For Proposal (RFP).



3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 dated January 22, 2024. The FAC and FAR are available at https://www.acquisition.gov.



4. The solicitation is a set aside for Small Business with the North American Industry Classification System (NAICS) code 561920 – Convention and Trade Show Organizers (Event and Meeting Planning Services), size standard of $20M, Product Service Code (PSC) is G099 – Social Other.



5. The Oklahoma Army National Guard (OKARNG) intends to award a Firm Fixed Price (FFP) PURCHASE ORDER as follows:

The Offeror will have flexibility for the date(s) to price for a single event. This may help with availability issues at the hotel, conference/convention center, education facility, etc. The date range are:



5-7 April 2024 or 12-14 April 2024 or 26-28 April 2024



6. Contractor shall provide all personnel/staff, set-up, material, arrangements, scheduling, and incidentals for an event facility (hotel, conference/convention center, education facility, etc.) with a rating of 3-diamonds (AAA) or higher, based on availability. The location must have adequate parking for a two (2) day event located in the Oklahoma City, OK Metro Area, as defined in the Performance Work Statement, for an estimated 1,800 members and family. The use of casinos or casino type establishments is not be permitted nor will be considered. A visit to the location shall be conducted after award, for pre-staging prior to the event. Government is not responsible for deposits nor will advance payment be permitted. Contractor shall invoice at the end of the event.



7. The Government will not reimburse any costs incurred, or associated with, in relation to the preparation of a proposal for this solicitation, W912L6-24-R-3826.



8. Delivery and Acceptance will be at the event location, FOB Destination.



9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision.



10. Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services applies to this solicitation and any addenda to this clause.



11. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this solicitation and all the clauses marked within this clause are applicable to this solicitation and the awarded contract. Included in this combined synopsis solicitation is an attachment of all the provisions and clauses by reference and full text.



12.1. Questions shall be submitted electronically, via email, by or before March 6, 2024 at 11:00 a.m. CST to Candace Obrian at candace.i.obrian.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil . No phone calls.



12.2. Proposals shall be submitted electronically, via email, by or before March 13, 2024 at 1:00 p.m. CST to Candace Obrian at candace.i.obrian.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil . It is the Offeror’s responsibility to ensure all proposal documents are received prior to the close date and time.
