INVITATION TO BID

The Sallisaw Municipal Authority (SMA) will accept sealed bids until 10:00 a.m., Friday March 29, 2024 for the following project:

RESIDENTIAL AMI WATER METERS

Prospective bidders may pick up a set of specifications in the office of the Purchasing Agent at City Hall, 115 East Choctaw, in Sallisaw, Oklahoma, or view at http://www.sallisawok.org/bids.aspx

Submitted bids shall be sealed in an envelope with the words “RESIDENTIAL AMI WATER METERS” on the front of the envelope. Bids will be opened and publicly read aloud at 10:00 a.m., Friday, March 29, 2024 at 115 East Choctaw, Sallisaw, Oklahoma, third floor conference room. Bids will be accepted until 10:00 a.m., March 29, 2024, at city hall, in the office of the City Clerk during business hours, Monday through Friday, between 8:30 a.m. and 4:30 p.m., or by mailing to City of Sallisaw, Attn: City Clerk, P.O. Box 525, Sallisaw, OK 74955.

Bidders should carefully examine specifications and fully inform themselves as to all conditions and matters, which can affect the work or the costs thereof. Should a bidder find discrepancies in, or omissions from the bid document, specifications or other documents, or should be in doubt as to their meaning, he should notify the SMA and obtain clarification prior to submitting any bid. Any request for clarification or additional documentation shall be submitted via e-mail to the SMA as specified in the bid document. Any clarification, additional documentation and/or addendum from the City of Sallisaw will be forwarded to all prospective bidders via e-mail. All requests for additional information from prospective bidders shall be submitted to the SMA, via the provided e-mail in the bid document, no later than ten (10) calendar days prior to the date and time set for bid opening. If required, the bidder may be asked to submit certain information regarding his qualifications and planned work schedule.

Issuance of this bid request in no way constitutes a commitment by the SMA to award a contract or to pay any costs incurred in preparation of a response to this request. This bid request does not represent a commitment by the SMA to do business with any vendor or the vendor who submits the best bid. The SMA will select the bid, or combination of bids that, in its opinion, is in the best interest of the SMA. The SMA reserves the right to cancel this bid, reject all bids, and seek new bids through a new bid request or other means. The SMA reserves the right of evaluation and the right to determine the methodology for evaluation of the bids to determine and accept the bid (or bids) deemed to be in the best interest of the SMA; i.e., the most qualified bid will not necessarily be the bid of lowest cost. The SMA reserves the right to award the bid to any vendor or combination of vendors.

Attention is called to the requirement that the successful bidder must comply with all local, state, and federal laws, regulations and policies applicable to this contract unless specifically excluded herein.

This project is to be financed by a CWSRF loan from the Oklahoma Water Resources Board (OWRB. The following requirements and regulations must be complied with:

“System for Award Management (SAM) registration is required for all SRF programs (CWSRF and DWSRF) applicants and Awardees (Entities, Prime Contractors, Subcontractors, Vendors) in order to be awarded contracts by the SRF Programs. SAM replaces Central Contractor Registration/Federal Agency Registration, Online Representations and Certifications Application, and Excluded Parties List System. Applicants and awardees are required to complete a one-time free registration to provide basic information relevant to procurement and financial transactions. Registrants must retain an active status to be eligible for SRF projects. New Applicants and Awardees can go to SAM.gov to complete the registration process.” Note: In order to register in SAM, a Data Universal Number System (DUNS) number will be required. DUNS number is a unique, non-indicative 9-digit identifier issued and maintained by Dun & Bradstreet (D&B) that verifies the existence of a business entity globally. D&B assigns DUNS numbers for each physical location of a business. All entities doing business with the U.S Government can receive a DUNS number FREE of charge and, under normal circumstances, within 1-2 business days when using D&B web form process at http://fedgov.dnb.com/webform.

No bidder may withdraw his bid within thirty (30) days after the actual date of opening thereof.
